Default A little help please?

Hey guys, need to change my headlight bulb. I tried to change em today but for some reason one of the bolt on the driver side near the turn signal won't come loose. I been forcing it to unscrew it but it's just too tight. No reason why it's so tight because last time i changed em i left to a little loose so i don't have to go through all this trouble.

Any suggestions? i tried tapping it with a hammer to loosen it but no luck. Plus it's 90some degrees here, dunno if head has anything to do with it.

Thanks
