You COULD. But it is hard
You can maybe open the taillight after heating it in the oven.
You can remove the LEDs.
BUT: You will never find out wich led type is installed.
So you cannot guarantee that the replaced LEDs will have the same light output.
But maybe there is just a broken wire / soldering point.
Give it to someone who has the skills to do that and maybe it will work...

You will need to unsolder and re-solder the burned out ones. It's a bitch, otehrwise talk to haknslash over at hidplanet.com I think he did a set that were red/yellow bi-color.

to find the burned one is easy. 4 leds could sit in a row - so if 1 is burned the whole row will stay dark.
so open the taillight, till you can see the led-contacts (the little pins on the undersite of the led-board). connect the taillight to 12v that it lights up.
and now comes the test:
take a little wire with that you can connect the 2 little pins of the dark leds. 1 by 1!
if you connect the pins and the other 3 light up - you found the burned one.
if this test fails with all 4 - the failure siths somewhere else.
test with a multimeter if the leds get energy or where the break is.
