As always I am not an electrical guy. Seems here of lately my harness is going to shit, but here goes. When I go to turn my right blinker on it blinks fast. When my parking lights are on both rear tailights glow, but when I hit the brakes only the left side lights up. Right side won't light up bright when brakes are applied nor when turn signal is on. No fuses seem to be blown from what I checked. Is there something in the bulb that is shot and only allowing it to glow and not brighten up when needed? Thanks.

The bulb has two filaments, ones burnt out, just change the bulb.
