So which is the currently working set? High's or Low's?
Regardless of that, I would check the fuses (High and Low beams are on separate fuses) and that is an easy place to start the search for the problem.
If the switch is bad, then when you try to switch to high beams, I assume the lows would still stay on, as when you hit the switch it turns off the lows, and turns on the highs.
Give that a quick test as well. If the lows stay on, the switch may be bad. If the headlights turn off, then it probably isn't the switch.
Well, then I will have to guess it is indeed the fuse. If I remember correctly, it's a 15 amp fuse, in slot #8, give that a shot, and hopefully you will have the problem cured .

buy some, or do what i do. go to a JY and get em out of 1st gen neons. I have thousands of fuses from my many trips.
i dont think its a fuse, check your multifuntion light switch. pull off your steering column and look at the grey connector on top of your switch. check the bottom of that and see if its melted. this is a serious problem so i would check this even if it is for sure a fuse becuase this could cause your car to catch on fire... mine smoked and sparked..almost did catch on fire..
