Default headlight

just wondering if anybody can tell me why my headlights and fog lights aren't working but my high beam does.....i checked all the fuses and they are all good. i just bought the silverstar bulbs and i'm using 100 watt h3 for the fog lights......is 100 watt too high to use? could that be one of the problem.....i appreciate any input...thanks
