Default this is in regards to led lighting

Will this work as well with a 2006 jeep commander. My hazzard lights work great, park lights work great. But when I go to use the turn signals they blink super fast and the 2 front don't work at all.The lights work nice and I don't want to add load eqalizers because they get very hot and limited space for placement. I have heard of a led flasher but still have not found one for the jeep commander. Any ideas???

The "top" of the chip is at the bottom, where pin 1 is?
