i was playing with the idea of making a set of led tails. what i want to know is, after looking at cars that came with led tails, how does it work? the same leds are used for both brake and tail lights, is the voltage cut to like 9vdc, and then 12vdc when the brake is applied?

That's probably the case. With out putting to much though into it, I think you could probably run two positive leads to each LED, with one lead hooking up to the parking light wire and one hooking up to the brake/signal light wire. Provided your brake/signal wire lead had a smaller resistor on it then the parking light lead, you could get the dual-brightness affect.
I dont know squat about leds, but the guys on hidplanet always mention using a pwm. Their led section has a ton of great info there. Most of them are quite helpful too.
PWM = Pulse Width Modulaton. Basically it's a fancy way of making the LED's appear dimmer by pulsing them & then appear brighter by keeping them steady lit (I'm no electical whiz so my explanation is pretty simplistic).

I would just run one set for the running/parking lights and another that comes on in addition to for brakes and turn signals. That will make wiring them up a LOT easier. That's what I'm doing for mine (hopefully I'll finish them someday soon).
I added LED tails to my car....but they were a direct plug n play so they used the factory wiring harness. The magic seemed to lay within the green circuit board on the inside. I dont have an SRT4 though
