I'm not as good as I thought- I was supposed to fix a computer for my aunt and for some reason the problem has not gone away even after a format and re-install of Windows XP Pro.
For some reason the network adapter does not show up in device manager. I thought it was some kind of windows corruption so I reinstalled it, and still no show- then I thought it was a bad port on the mobo and ordered another card, still no detection of either card even though they are functional and are lighting up in the back. It seems like (even after formatting and re-installing) windows somehow can not initiate the instruction to detect or control or install the drivers necessary. Has anyone come across this or know a fix or where to look?

well if its a bad slot on the main board, trying a different card isnt gonna help determine that. so that's a possibility.
the other possibility is that you're lacking some of the mainboard drivers. that can make a system act VERY funky, especially when dealing with attached hardware
other than that, theres about a million other things it could be.. hard to say without seeing it
well I was told that it stopped working when my cousin connected some kind of USB drive. It's not the mainboard slot b/c neither the MB RJ-45 or the one on the ethernet adapter works, but they are being powered. Nothing in the network adapters of the device manager, and when I unhide the hidden adapters I only see some random adapters that appear to be for wireless connections.
Does the board have a on board nic? If so, via the hardware interface in windows control panel remove both nics, shut down, remove the new card, boot the PC and go into the bios and disable the onboard nic, boot up and make sure niether nic shows up in the control panel hardware interface, shut down, remove all USB and printers, hubs etc... except for mouse monitor and keyboard. Install the nic in the bottom PCI slot and boot up to see if the new nic gets recognized. Follow directions for loafing drivers (look for a read me TXT file you may have with any driver disks for any cravats about using or installing drivers for the new nic.
Check the log files for hints and try and keep another PC or laptop up and going nearby while working on it so you can do quick google searches for hints to deciphering any error messages.
Some of the cheaper nic's have chipsets that are flaky and can drive you nuts so use google with the nic in hand (chipset info is sometimes needed on no name or store re-brand cards).
where do I find the log files? I have my PC running (i'm using) and the repair PC next to me (currently defragging). Our company tech just replied to my e-mail and said I may need to remove it and install the drivers before adding the card b/c the motherboard may be difficult- most of the time my problems come from Compaq pc's LOL now I have to add HP to the list of PIA pc's to fix

IMO HP makes a pretty good low cost PC and support has been pretty good. Outside of Apple, hardware quality anymore is near same since it all comes from a few suppliers in China = support is what counts more then anything right now.
check the bios and make sure the NIC is enabled in the bios if your using the onboard, just go ahead and reset the thing to default settings.
you could also burn a linux live-cd and see if that picks it up... that would eliminate the chance of windows being a pos and not detecting the NIC... and wouldnt wipe your windows install out, it just runs from the cd...

Yesterday after trying all those I still did not get it working- I installed redhat but was not able to activate the ethernet port either on the mobo or the pci slot. I re-installed windows and still no dice- Weird thing is that after the first format and install there were still remnants of what used to be on the C drive such as limewire, and the second time around they were finally gone- maybe some part of the hd isn't being cleared and written to. I'm gonna look for a hard drive and try to clean install of windows on that PC if it doesn't work, then I guess it's the mobo or mobo drivers
