since i was pressed for time me and my dad were able to tighten the cold side pipe and the hotside, push back in a green line and clean the airfilter the only hose i could not get to was the one connected to the turbo i could not reach it. took it out for a spin and now its boosting 13psi but the needle is still shaking like crazy. see now im stumped because i dont know whey im not boosting 14psi because of the denser air because its cooler now and im on pcm boost or the pipe to the turbo is loose, but the car feels a lot better now alot more power.

To answer your question about the your stock surge valve. If its leaking and won't stop leaking your diagram might be damaged. We'll see, if that's the case I have one here.
Stock you should be spiking/boosting to 14.7 (close to 15) and dropping. It's pretty hot/humid out so its not cooler to effect such a change as far as pcm controlled boost is concerned. Unless you went for test drives before the sun was even out. What needs to happen is everything needs to be ziptied and put worm clamps where suitable to prevent future leaks.
I know you were pressed on time but you made an effort and that's what counts. Whenever you have a chance let me know and we'll do a boost leak test. You'll be amazed on what you thought wasn't leaking... is leaking. Once they are all fixed, you be shocked on how much better the car feels.
