stage 3 is ALOT cheaper considering you have to have the I manifold before you can start pushing the big wheeled stockers and the average result is like 350whp if even that. Cost is like $1200 plus the the o2 housing.
You can get a stage 3 turbofold for for $9xx from forced performance and make 400whp full tilt. They got like 8 left.

What I said above is just my opinion, if he still wants a big wheeled stocker then I recommend the SST over the E1/E2 cause I know PTP will back that turbo if it fails. FM tends to dick people around when it comes to warranty.
