Don't know about a '94 T'Bird but early 90's ford trucks have the fuel pump cut off relay in the passenger side kick panel under the dash. Was a reset button like an electrical panel breaker. Try a Ford Forum?

In the thunderbird there is a rely module that contains several inorgated circuits. It is not possiable to replace the itsself the module has to be replaced. The constant controol relay relay module is located behind the passanger side headlight. The air box has to be removed to gain acess to the ccrm. The ccrm looks like a small computer. They are about 60.00 dollars. I would check to make sure that you don't have a bad computer.
