If I built my own car, can you A. make it street legal B. how do you insure it?
You can insure just about anything. There are different vehicle types available for you to insure ie: hobby, race, non-op etc. You can insure it to value easily. The liabllity aspect would be based on your ability to register the car in your state most likely.
Making said car street legal however, I have no idea as it's a state government thing. Kit cars available like the cobra replicas or the Noble wouldn't be too difficult. If you're straight up making a car it may be near impossible to register it in your state but hey, that's not my area.
Is AWD considered a safety feature, and therefore potentially discountable depending on the insurer, or does it classify the car as 4WD like an SUV or Jeep? I'm wondering what kind of rate hike, if any, I'll see if I trade in the SRT-4 for an STi.

It makes the insurance more expensive because it makes the vehicle more expensive. It does not however qualify for the vehicle for any discounts.
Why is my insurance $340 a month? That was the cheapest rate I could come across here in michigan. btw I am 20 w/ ZERO tickets! Can't wait till I turn 21, hopefully it goes down a lot then!
Why are Rates in One state (Alaska) higher with the same company (Allstate) than in another state (Kentucky)? I pay more for full coverage than some 25 year olds with the same coverage and same deductable in another state.
How likely is my insurance to go up if I put in a claim for front facia damage caused by towing the vehicle (ramps onto the tow dolly). Yes the car is on coilovers and there was no towing company involved. I've already had my car broken into this year so my deductable is payed and thats the main/only reason I'd consider submitting a claim to my insurance.

If you put in a claim, it'll be considered "at fault." Depending on the company, you may lose your claim free discount (if you're recieving one) and/or drop you to higher rate. Some companies allow for one at fault claim without dropping you in rating. Regardless, if you put in the claim, and don't go up in rates, you will if you're involved in another at fault incident within 3 years.

For a given year, ages 1 - 99 are listed. Every age has a report on number of deaths. Based on this information we can assume (hypothetical) the annual premium for a $100,000 life insurance policy is $1 at age 1 and $100,000 at age 99.
Now that you know what an actuary is, based on the actuarial information for the area you live in, rates will be higher or lower (usually determined by zip code). I, for example live in a moderately nice area and my rates are X. If I were to move to Compton, I would probably pay X + 25%. Factors contributing to this would be numbers of accidents, car thefts, vandilism etc.
