First thing would be to verify that there is a problem and how bad it is. Fill the tank up to the top, drive the car until the tank is low, fill up again, then note the mileage to gallons used. Repeat a couple times to get an average and report back. Without knowing the hard numbers it's too hard to guess. Maybe there's a fueling issue. Maybe your fuel sender isn't reading right. Maybe everything is normal. And your numbers for fuel light on/blinking are pretty close but it will vary a little on each car. On mine it was more like 3-4 gallons left for light to come on and 2 gallons to flashing.

another thing with the o2 sensor, if it is bad, the dealer should have to replace it for free if the car isnt an 03, because the sensor is part of the emissions control system which if i remember correctly federal law says it has to work properly for 5 years. and dont mess with the o2 sensor in the downpipe, it only reads cat light-off, the one that works with the a/f's is the one in the o2 sensor.
I get 17 city and 25 highway. I'm lucky if I can get 190 miles to a tank. Mostly city driving though. But the cars too much fun to drive so I don't worry about gas mileage too much.

Actually, the o2 sensor is a basic warranty item since the basic emissions warranty is basic warranty parameters. The only items that have long warranty's under emissions are the cat and ecm which are 8/80. There may be a few other sensors that are covered under the powertrain which are considered emissions but not many.
using that much fuel, your o2 would ( should ) throw a code. i can get 100 miles at just a LITTLE below 3/4th a tank. all highway i've gotten right at 300 miles in one tank. ( still probably had 2 gallons left in it too ))..something is seriously wrong with the car, take it back to where you got it..lemon law dude. they sold you something fucked up. especially if you've changed everything. and baby it.
and if they refuse to do something, lawsuit man.
People like this guy above are the reason I am swimming in BBB cases and state AG cases at work... Everyone thinks they know the lemon law or that they have a small problem here and there and immediately scream LEMON, when in all actuality you have no idea what you are talking about and you will just waste your time and money...
I actually am glad people like this open cases with the BBB and AG offices since it gives me something to laugh at in between the real cases with people who are having real problems with their cars...
something's either wrong with the car or how you're driving it but I can get a good amount over 200 miles on a tank of gas and usually when I fill up it's around 21-24mpg and I'm a good 80% city / 20% highway. Also, I don't baby my car either...it always goes WOT at least once every time I'm out with it.
Since the car is a 12.5 gallon tank I've noticed the "fuel light" comes on with 3.0 gallons to go on average. Usually to get around 20mpg+ you'll want at 50mi to be at 3/4 tank, 100mi be at half tank, 150mi at 1/4 tank and the fuel light coming on just around 200 miles.

Unless I'm out boosting the town... I get about 20 no matter what. I did a 1700 mile road trip with aftermarket cruise control and still averaged about 20.
Ok so far I'm at 118.2 miles and the needle is a little above the 1/4 mark. Hopefully I can get at least 200 miles before the I get the flashing gas light.
