A couple of local guys here have been getting nabbed for modified exhaust tickets. There has been some on going discussion as to what is legal and isn't in terms of exhaust systems here in Nevada. We cant seem to find anything saying "you can't modify your exhaust". There is no specific definition of a muffler in the State of Nevada for a vehicle. There is one for a motorcycle specifically only. If this is the case, I would think the Federal Laws and the Code of Federal Regulations would imply:
Title 49 CFR
Sec. 325.91 Exhaust systems.
A motor vehicle does not conform to the visual exhaust system
inspection requirements, 40 CFR 202.22, of the Interstate Motor Carrier
Noise Emission Standards, if inspection of the exhaust system of the
motor vehicle discloses that the system--
(a) Has a defect which adversely affects sound reduction, such as
exhaust gas leaks or alteration or deterioration of muffler elements,
(small traces of soot on flexible exhaust pipe sections shall not
constitute a violation of this subpart);
(b) Is not equipped with either a muffler or other noise dissipative
device, such as a turbocharger (supercharger driven by exhaust gases);
or
(c) Is equipped with a cut-out, by-pass, or similar device, unless
such device is designed as an exhaust gas driven cargo unloading system.
1. Every motor vehicle shall at all times be equipped with a muffler in good working order and in constant operation to prevent emissions greater than those allowed by rules and regulations established by the Department. No person shall use a muffler cutout, bypass or similar device upon a motor vehicle on a highway.
2. The engine and power mechanism of every motor vehicle shall be so equipped and adjusted as to prevent the escape of excessive fumes or smoke.

This section is funny because cops will issue "exhaust modified to make noise" tickets, yet there is NEVER an instance of any sound measuring going on...
Noise Emission Standards
NAC 484.150 Noise emission standards for operators of vehicles. (NRS 484.6101)
1. No person may operate either a motor vehicle or combination of vehicles of a type subject to registration at any time or under any condition of grade, load, acceleration or deceleration in such a manner as to exceed the following noise limit for the category of motor vehicle based on a distance of 50 feet from the center of the lane of travel within the speed limits specified in this subsection:
Under 35 mph: 76dba
Over 35 mph: 82dba

I live in upstate NY and a cop will pull over just about any "tuner" with an exhaust...... however if you ride a harley or a muscle car/exotic the same rules do not apply. I was once told that the measurement here is equal to the sound of a household vacuum? Don't quote me on this one. My first post :-) look what i can do!
My state doesnt care well until quota season anyways. As long as its not a honda you can just about get away with alot of shit with these cars. As long as you arent driving like an ass you should be straight and im happy for it.

Words to live by...I've got a 3/3.5" SEE and cops never look twice at me. Keep your foot out of it (around the cops anyway) and you can get away w/a lot.
Modifying your exhaust in any way; removing cats/mufflers is a Federal law, not state. City/county cops and staters can't enforce federal laws. We even have an "unmuffled engine breaking law" in my state, as well as a 92 max decible exhaust note, but that's at idle, not WOT. Cops here really don't bother, as long as you're not being an idiot. Getting modified exhaust tickets are rare.

Not in all cases...I've gotten pulled over while stopped @ a light. When I got the ticket in CT I was pulling away from a spot check after they told me to go

Not sounding like an ass in any way, because typing words are so impersonable. Can you find the reference to where it says modifying an exhaust in any way is not permitted. If you look at the first post I made, a turbocharger is considered a muffler. In my opinion, as long as you have a turbo, you can do whatever you want, UNLESS your state makes a more stringent rule. Nevada does not define what a muffler is at all. If there is no definition in the state, wouldn't it fall back on federal guidlines?
