Default Fluxuating Boost Levels? Problem?

So I put it in first gear, get to about 15 MPH, then punch it to try to gauge the spike in 1st gear...It spikes at say like 13, then I shift into 2nd and it spikes at like 11, then in 3rd gear it'll spike at like 13-14 at 3000 RPMs...this is on low roads...

but...

on the freeway, sometimes 3rd gear (3000 rpms) spikes at like 18, it's frustrating because it fluxuates so damn much, it doesn't seem like gassing it on the freeway and gassing it on the feeder should make that much of a difference...

does anyone know why it's fluxuating so much? and does anyone know what the boost spike should be for

1st/2nd/3rd/4th gears? I heard it was like
18/15/13/11? is this correct?

Every car is different, and if you don't have an aftermarket boost gauge yet, I would pick one up because every stock boost gauge is different too. Run to autozone and grab yourself a bag of zipties for $2.99 then ziptie every single vac line in the engine bay. Chances are you might come across a line or two that aren't plugged in all the way, and that'll make a big difference.

As for the spiking issue, don't worry about it. You want to be looking for holding boost, not spiking it. When you're on PCM controlled boost it'll fluxuate quite a bit depending on ambient temps, vehicle temps, etc etc. Lots of different variations that'll impact your boost amount.
