Default Blue line in wheel well?

I noticed today that I have blue lines in both wheel weels. Looks like maybe a 14gauge wire or so. Well what is wierd is that on the passenger side it is connected and on the drivers side it isnt... what does this do this doesnt seem good to me

Its a ground strap for the struts.

what is it supposed to do exactly the fact that one is completely unhooked is that a bad thing?

No it is ok. I belive it is just there to dispurss a static charge.

I think the ground straps are there to protect the ABS sensor. I had a broken ground strap and the ABS sensor went bad on that wheel. But, I could be wrong.
