That's probably the case. With out putting to much though into it, I think you could probably run two positive leads to each LED, with one lead hooking up to the parking light wire and one hooking up to the brake/signal light wire. Provided your brake/signal wire lead had a smaller resistor on it then the parking light lead, you could get the dual-brightness affect.
