No it pulls power from the low beams. I know this because I burned up my wiring harness doing it.

As far as safe, as long as you pull your source from the battery and it is fused, and you have a diode or resistor on the switch side of the relay, then you would be fine.

You need the diode or resistor to manage the kickback EMF generated from the switch side coil of the relay.

Here's one other thing to think about though. You're talking about running 120watts worth of heat through the stock headlight connector, stock housing and stock headlight bulb. I think there is a really good chance you would melt the wiring, explode the bulb or melt the actual headlight lens/housing if you ran it that way for too long.
