I will say this, the car is not bad. But your making it like the "tune" is nothing more than messing with afr's and timing tables. But in fact, using the tuning software, you raised the boost 7psi.
Stock boost on the 2009 cobalt is only 15psi and you said your running 22psi. So the car should be faster than stock/lightly modded Srt4's, Lightnings, GTi's, STi's (in a roll) and what not...
What I wonder is why you didn't race that LS1....
because the cobalt is so fast that the ls1 would have lost before they even lined up
