Did you hook this BOV up to the stock pink line? If so, you need to re-route it directly to a vacuum source, and bypass the stock BOV solenoid altogether.
The stock recirc valve has a very weak spring in it, and if you are running a 12 - 13 psi spring in the Boomba BOV, it's likely there is not enough vacuum present to open the valve, due to the vacuum having to travel through such a long distance of small diameter tubing, not to mention, I believe the solenoid in and of itself is fairly restrictive.
Just run a line straight from the intake manifold vacuum source to the BOV, and you should be good.
ok i didnt hook this up myself. i had a friend do it cause i didnt have time and the tools at my house. Ill ask him tomorrow and make sure it was set up like that if not i will and let u know on the update.
