Default Wilwoods VS Stoptech

So I've been looking again at doing a BB upgrade. I've started doing lapping days and well the stock brakes are not fully up to the task. Brake fade is NO FUN. Crispy calipers and charred pads don't really suit my taste either. So seeing an almost trippled price difference from the 12.2 to the 13" kits warrants my question for what exactly makes the 13" kits that much better?
Also for the 13" kits any opinions on who has a better kit?

Also one last question at the moment, what is the min size wheel you can use on the 13" kits? My track rims are 17x7 35mm (for now ) and street rims are 18x7.5 45mm.
