The NGC is a very generic controller. Chrysler is using it on allot of cars that are both automatic and manual. In the cars with manuals there is no way to know if it is in gear or in nuetral so it ignores the "in gear" limiter and always works from the "in nuetral" limit. This is why gear based torque reduction doesn't work. The car doesn't know what gear it is in or if it is even in a gear.

but from what i know yes you can adjust max torque my gear it change a bit from code to code
the pcm know the gear comparing rpm and speed
