I would file a police report this is a legal document as to the damage, location of the accident and the time. IF you ever find the individual now you can go after them for reimbursement legally.
Since you found a fender for such a great price I would scoop it up and do it yourself. Lets say $250 for fender, sand paper, paint, beer...oops forgot your 17. This is still probably less than your deductible and won't raise your ins. rates.
Just some thoughts then trash the assholes car that did this. If your a small guy take up martial arts then trash his car and defend yourself should he come after you personally.

Naw im not small, Im 5"11 165 pounds really atheltic too....Its just my town is gang infested and if the person that did a hit n run on me was gang related, I would get into alot of shit with the them. I bet I know who did it and they are in a gang called LVL. They are the most notrious in our town. So i dont really want to get into shit with them. I probably will end up finding out who did it, Ill see what happenes when I do. Things spread fast in this small town...Ok so im going with your thought and im going to buy the fender and paint....Thanks for your guys help, I really appreiciate it
