Have you driven the car yet and tried boosting?

If so is that when it is getting the 3 psi. Or is it only getting 3 psi while sitting still and you reving the engine?

Yes the charge pipe can cause a huge boost leak if the clamp going to the turbo and chargepipe isn't sealed well. Trust me I learned the hard way. Got myself a 2.75" t-bolt clamp to replace the crappy worm clamp that comes with it and it sealed it right up.

Yes, if the arm is too loose on the wga then you will only hit a few psi on the turbo and the lag will be tremendous. Tight it up to where there is tention on the arm and it doesn't wiggle around or anything and then give the car a try and drive. Then if it is still too low, tighten it again some more and give it a try. Unfortunately it is trial and error until you get the boost you want but in the end it is worth it. Make sure you pay attention to your A/F ratios as well though while upping the boost. Do not up the boost past what your fuel system can support.
