First take the intake pipe off the car (do all of this with the car turned off). put your finger in to the turbo and check to see if the turbine blades spin freely. If they do then maybe do a boost leak test (which should be done anyway after doing any work on the car that requires messing with boost related items). After that slap everything back on and take the car for a drive. I would actually recommend lower the boost on the AGP wga first before driving it.
This way you do not boost too much and possibly cause a lean condition. You can always boost too low and raise it back up with no repercussions. But you can not always do the opposite.

Detonation is bad.
Also, if you can afford it later, look into swapping the AGP wga for a FM wga. Trust me, you will like it a lot more.

Turbine spins free as as hell. I checked it when i got it, 2 weeks ago, 1 week ago, and the day I installed it. I actually tore the bitch apart again after this started to check it again and it still spun like a charm which is why I'm so fucking confused. My list of things to check are the wastegate and the charge pipe, but I really think its the waste gate (as I doubt the charge pipe would cause this MASSIVE amount of boost leak). I know what you mean about the FM wg but lord I just want this bitch to spool up to the 17 I had the stock turbo hitting before I start buying more parts. Hell, I had to pass up a great deal on an exhaust because of this.
Another thought. If the wg arm is all the way to the left or right, is it possible that the flap is staying open or closed and thats why almost no boost is happening?
