alright i found the problem, just incase this happens to anyone else here it is... when i took the stock IC out of the cold pipe, there were pieces of rubber that came off on the edges of the piping. turns out a little piece of the cold pipe ruber was stuck in the IAC and was causing the valve to remain somwhat open. i got needle nose pliers and pulled that S.O.B. out and it runs fine but thanks for your help everyone
