It probably isn't low vacuum. Pull the ABS fuse and see. I'll bet that there is more that enough vacuum to lock your wheels.
I have not locked up the tires at all this season. When i climb on the brakes the tires should make some tire noise if even for only a split sec.
Do most people auto-X with the abs disarmed?
