Yeah they can but I am sure they'll charge you something. Try to do this.... Click your ignition on and off 5 times with in 7 seconds. Right after the last time you click it off, you should hear/see the lights flash. If you do, press one of the buttons on one of the remotes then do the same on the other remote. Each time a button is pressed on either remote the lights should flash. If it responds everything should be fine. If not you are either not it learn mode or your antenna/cable is bad.
