Default No longer holding boost, WGA problem?

I asked this question in another thread but got no response so here goes. I have been troubleshooting a boost problem for a few days now. I have the SSTV2 and AGP WGA running with just a straight line from the back of turbo to the WGA. Problem is I used to boost 20psi and hold about 18-19 but now it won't boost past 13psi and only holds 9-10. At first I thought it was a boost leak somewhere but none were found.
I read here that another test would be to pull the line from the WGA and do a quick run. Well, I did this and without the WGA connected it spiked instantly to 20+psi so I let off the gas of course. Qusetion is: Does this mean the WGA is the issue? Or could there be something else I am missing?
