Well if the boost gauge sits at zero when its off it should be ok. When its idling it should be around 18-21 vac or so. So my guess is you have a vacuum leak. I think you said that it had the mopar BOV plate. Check there, and i believe there is a how to on how to check for vac leaks.
Another thing.... bring it to a trusted mechanic that u know and let him or her check it out for you and give u the low down on it.
