Default Prepping Valve Cover for PC

Ok im looking for some info on deep cleaning a valve cover so that it can be powder coated. I know, i know, get it sand blasted and I said that too.The powder coater(V8 Redneck central) states he doesnt want to take a chance with the baffles under neath. So we had it hot tanked, didnt do shit. It even left the glue residue from the factory sticker on it ! Im trying my hand at the powder coating business and if theres something that I can do at my level(a soak or scuff pad) then I will do it. Ok so i tried:

Brake cleaner or de greaser and scrubbing with a wire brush(one that you would use to clean a golf club type)...didnt do shit

Soaked a sray bottle of simple green and the rest in water for 2 hours...didnt do shit

So a day ago i filled a container up with about 60% water and 40% simple green in a container, and then pre heated my oven to 200 degrees and left the VC in the oven for about 5 mins then submerged in the solvent for 24 hours. It felt a little bit more cleaner and looked a little cleaner but really didnt do much. Why I heated it up, i donnu seemed like a good idea at the time.

Is there a tried and proven method to get this valve cover 100% clean? A brush i can put on my dremel(that wont damage the metal but will last and not fall apart like other dremel head/bits)??? Any help would be great guys, going to heat the VC up for about 15 mins tonight and try another soak of 75% simple and 25% water for 24 hours submerged....
