Open loop means the PCM is not looking at the O2 sensors and keeping A/F ratio at 14.7. Normal operation is closed loop. Certain conditions will cause the car to leave closed loop, including high engine loads, cold motor, and fault conditions. Under normal idle/cruise conditions you want to be in closed loop for best fuel economy and operation.

Turn around time is usually a couple days.
