as a tech for dodge not too long ago, i seem to remember having a customer who had a canadian dodge who didn't want the DRL's. It was as simple as removing the daytime running lamp relay. that was the only difference between the american and canadian dodge vehicle. i'd say give that a shot. should only take a minute to do also. let me know if that works.
just checked in alldata and it says all canadian dodges have a DRL controller that is part of the instrument cluster, and 2 DRL relays. i left my srt-4 cd manual at work. i will verify that information when i check the factory service manual because alldata every now and again has some incorrect info. I still say take out the DRL relays and make sure you have a fog lamp relay in place and see what happens. should take a few seconds to try.
