DO you have a setting for it that is supposed to run 0 duty so it just runs the spring pressure

Yea, I have that setting, but it still boosts to 20+psi. It is hooked up correctly according to the instructions I have and the Blitz website for an Electronic boost controller not a manual one. Believe me, that was the first, second, and third thing I checked. Also, I found this on the BLITZ FAQ site:

Q: I’ve just install my Blitz boost controller, and it is not holding boost, is it broken?

A: Make sure the vacuum lines going to the solenoid unit is installed correctly, and it should not be more than 3 feet long because boost response can be poor and boost spikes or surges may occur. Double check if you have the boost controller on the correct setting (WG=external wastegate, AC=actuator). The Dual SBC Spec S is only good for 17psi and under, and the rest of our boost controllers are good up to 36psi. For test purpose, set the boost controller’s boost setting as 0 and the gain setting as 0. Now your car should be boosting stock boost or wastegate spring boost level. If your car is not boosting near stock boost or wastegate spring boost level at this point, something during the boost controller install was not done correctly or there might be a mechanical issue with your vehicle.

Sure enough, I went and checked and my boost controller was set on AC instead of WG. I switched it over and will have to take it for a spin in the morning to see what happens.
