If you want your ballasts to last I really recomend getting some rubber and remounting! Nothing like having to go back to normal headlights while you wait/pay for new ballasts to come in.
I had HID's in my truck (comp stereo, 151+ DB's) and I went though alot of boxes until I rubber mounted them... My neon don't vibrate near the level of the truck, but I would still do it for longevity.
