Yes it should spray. It should take 15 seconds or so to prime the first time you fill it up. It also needs to be filled up past the pick up tube.

Pump definitely comes on, I let it go for 30 seconds but no fluids. Why would the pump come on but not squirt water? There is enough water in there.
