Don't know what to tell you about the startup stuff, but
this thread will tell you all about the fill-up issue.
Basically it comes down to the EMS not operating the fuel vapor recovery system the same way as the stock PCM. I did the mod discussed in there, and it definately fixed the fill-up issue. However, instead of capping the line off or leaving it open, I extended it and connected it to a nipple on my CAI. No rich problems, and it still works as intended.
