13.8 is based on an average driver at 8.7psi on a first gen. The only difference between a first and a second gen is a rubber stopper in the wastegate selenoid that restricts them. Once removed, they run 12psi just like in second gen models (94-99). according to many magazines, stock srt-4's run low 14's stock, im sure you've heard of many running high 13's stock havent you.
