There are two points in which lock the shock body. You have the upper and lower. The upper consist of the spring seat and lock ring and the lower is the lower mount body and lock ring. When you loosen the lower lock ring this allows to raise or lower the vehicle without affecting the spring preload (as long as they are tight). The shock body will rotate with the springs as you do your adjustments. Same goes for the uppers. If you have the lower ring locked and you loosen the upper ring from the spring seat then you can adjust preload. Below is the picture of a similar application.
