Ok well, since I don't have a working boost gauge (or at least one that doesn't FLUTTER EVERYWHERE) I am going off of MAP voltage on the D-Tecs IN rating (number it recieves before it corrects it for the OUT to PCM). According to those numbers and my datalogging, I'm hitting about 12psi by 3700rpms but then it creeps to 18 fairly quickly and finally settling around 19psi by 4700rpm. So I have boost creep. Now, these numbers are not for sure because they are rough translations from the MAP sensor, my new boost gauge is on the way. I'm running off the stiffer spring that AGP provides with this 3076R kit using the Turbonetics WGA, and I was under the impression it was a 15psi spring, but it seems more like maybe a 19psi spring. Any thoughts on this? Can I fix these boost creeping issues with an Electronic Boost Controller (I plan on getting it anyway real soon here)?

I figure it also has to do with the fact that the engine is breathing in the pressure fairly good by the higher RPMs and a boost gauge that WORKS will probably show less of a creep as it is not located right before the intake valves as the MAP sensor is... but this is all speculation right now.
