Yes, you can remove it. The only problem will be that the OBD port will not function while it is removed because the circuit is open. You can make up a shorting plug to put in its place to use the OBD with the scrubber removed.
However, there isn't much reason to remove it, since you cannot use it on another car... Only the first car you connect it to.
