I can't comment on that.

It will eliminate the automatic transmission failure codes that are present in S2 w/ toys and all forms of S3. Since this product is only meant for off-road use, it is only to prevent the codes from being annoying. They have no impact on the functionality of the car and they just plain don't make sense. So, we solve the problem or hide it so it doesn't bother you any more.

However, if you read through the documentation referenced in my link, you will notice that many of the state inspection programs now incorporate an OBD test. In most of them, if you have any failure codes, you will fail inspection, regardless of if they make sense or not.

We can't recommend that you use our product for that purpose.
